Does VMProtect WebLM has safety inspection mechanism?

Hi
Does VMProtect WebLM has safety inspection mechanism to check if some one A use offline.php to ActivateLicense get SerialNumber
,then DeactivateLicense. After that also share activation codes to other one B, then do same thing. A and B can use different SerialNumber to play the game.
Then possible use one activation code, then all player can play the game ?
Does VMProtect WebLM can check this thing if too many times and then auto blocked the activation code ?
Or After DeactivateLicense do ActivateLicense can only one month one or two times.
Read this post, WebLM doesn't check serial numbers.
Same one can play game even serial numbers was alreay blocked.
